Ministry of Preschool and School Education of the Republic of Uzbekistan

  1. This Regulation, in accordance with the Decree No. PF–51 of the President of the Republic of Uzbekistan dated March 19, 2025, “On additional measures to improve the efficiency of the management system in the field of preschool and school education,” defines the status, main tasks, functions, rights, responsibilities, and organization of the activities of the district (city) department of preschool and school education (hereinafter referred to as the Department).
  2. The Department is an authorized state administrative body responsible for implementing state policy in preschool, school, and extracurricular education in the relevant district (city), ensuring citizens’ constitutional rights to education.
  3. In its activities, the Department reports to and is subordinate to the Ministry of Preschool and School Education of the Republic of Uzbekistan (hereinafter referred to as the Ministry), and, as appropriate, to the Ministry of Preschool and School Education of the Republic of Karakalpakstan, the regional departments, and the Tashkent City Department (hereinafter referred to as the regional administration).
  4. The Department operates in accordance with the Constitution and laws of the Republic of Uzbekistan, resolutions of the Oliy Majlis, decrees and orders of the President of the Republic of Uzbekistan, decisions of the Cabinet of Ministers, regulations of the Ministry and regional administration, local authorities’ resolutions, other normative legal acts, and this Regulation.
  5. The Department carries out its activities in cooperation with state and economic management bodies, law enforcement agencies, local government, self-governing bodies, public associations, and other organizations.
  6. The Department is a legal entity, has a seal and letterheads with the state emblem of Uzbekistan and its name, an independent balance, personal treasury account at regional units of the Treasury of the Ministry of Economy and Finance, and bank accounts.

 

Department Tasks and Functions 

 

Participating in ensuring the effective execution of the tasks and functions assigned by the Ministry and the regional administration.

Cooperating with sectors responsible for the socio-economic development of preschool, school, and extracurricular education institutions.

Coordinating the provision of highly qualified personnel for state and non-state preschool, general secondary, and extracurricular educational institutions under its jurisdiction.

Coordinating the educational and methodological activities of preschool, school, and extracurricular education institutions, introducing information and communication technologies, cooperating with non-state educational institutions for quality school preparation.

Supporting entrepreneurs providing non-state educational services and ensuring state services in preschool, school, and extracurricular education.

Creating conditions for the comprehensive intellectual, moral, aesthetic, and physical development of children.

Fostering children in national and universal values, humanism, high spirituality, and cultivating loyalty to independence, humanitarian traditions, and national identity; strengthening immunity against foreign “mass culture” influences.

Supplying preschool institutions with educational-methodological, didactic materials, developmental games and toys, artistic literature; ensuring full coverage of children aged 3–7 by preschool education.

Involving private entrepreneurship in state-private partnership-based educational organizations.

Ensuring 9th-grade graduates are fully enrolled in the next stage of education, whether in 10th grade, academic lyceums, or vocational schools of their choice.

Implementing vocational guidance and psychological-pedagogical services, modern methods of vocational guidance based on advanced experiences.

Protecting students’ psychological health and ensuring stable social and intellectual development.

Social rehabilitation of students, preventing violence, identifying at-risk students for suicidal tendencies, and providing socio-psychological assistance.

Creating inclusive education conditions, providing psychological-pedagogical support for learners.

Participating in developing methodological support for inclusive education and proposing improvements.

Organizing socio-psychological support in inclusive education; maintaining and updating databases of inclusive education institutions and students.

Organizing training seminars on inclusive education.

Managing financial accounting of budget-funded preschool, school, and extracurricular institutions, ensuring accounting and reporting are properly maintained.

Ensuring timely formation, approval, and, if necessary, adjustment of budgets, staffing schedules, and tariff lists by centralized finance-accounting services.

Ensuring timely salary payments and maternity benefits for staff of general education and preschool institutions.
